You can install this October 2023 cumulative update for .NET Framework 3.5 and 4.8.1 using 2 ways:

1] Through Automatic update

  1. First of all open Settings app by pressing Windows and I keys simultaneously on your keyboard.
  2. Then, click on Windows Update from the left menu.
  3. Go to the right panel and click on “Check for updates”.
  4. Wait for some time until the patch is completely Downloaded and showing Pending restart.
  5. Click on “Restart now”.
  6. Upon a couple of reboots, the security patch will be installed.

2} Through Manual mode

  1. Go to the KB5031323 download link.
  2. Once you’re there on the Microsoft Update Catalog website 2 links are available. One for x64 and the other for ARM64.
  3. Go to Settings > System > About and see System type on the right side.
  4. Match the same on the website and click on Download button.
  5. A page will prompt having a link to the standalone package to the security update; click on that.
  6. Once downloaded go to the folder where the file is saved.
  7. Double-click on the .msu file and select Yes if a confirmation dialog appears.
  8. The system will restart and complete the installation.
