Make Text bigger setting in the Ease of Access category doesn’t work everywhere. Clipping issues occur when you use this option.

When you switch with the help of arrow and Tab, Narrator, occasionally, does not read in Windows Settings. As a solution try navigating to Narrator Scan mode at that time. And when you disable the Scan mode, it will now start reading. As a second choice, you can restart Narrator.
